SUMMARY:Whole-of-Sector Outcomes Framework Conversation
DESCRIPTION:WACOSS has been working in partnership with the Department of Premier and Cabinet\, and with support from the Department of Finance\, on a whole-of-sector Outcomes Framework. The aim of the Framework is to create scaffolding that assists in linking outcomes across different agencies and programs\, and in particular to address some of the siloes in service delivery that have been evident across program\, agency and departmental levels\, in turn generating better service delivery outcomes for the community. \nAs part of a broader engagement strategy\, WACOSS is inviting you to come along to a half-day interactive conversation about the Framework’s first and second prototypes. The session will provide some introduction to the language and context of outcomes\, and to the project itself\, and then delve into facilitating advice and feedback on the domains\, population level outcomes and indicators that form the pieces of the Framework. We encourage participants to come prepared with their own outcomes measurement strategies and/or frameworks from your sectors\, so that we can spend some time ‘mapping’ these to the broader outcomes framework.

SUMMARY:Funding and Contract Advocacy Consultation
DESCRIPTION:With pressure building across the sector the Western Australian Council of Social Service in partnership with Community Employers WA will be holding a consultation with community service organisations to assist with funding\, contracts\, and how to renegotiate the terms of your contracts. This is particularly important given the increasing impact of the Equal Remuneration Order (ERO) and changes to indexation policy. \nPrograms and services are increasingly being squeezed\, with pressure to deliver high-quality\, sustainable services that achieve positive outcomes under old contracts\, while also meeting the ERO requirements. \nLouise Giolitto\, CEO\, WACOSS and John Bouffler\, Executive Director\, CEWA\, will facilitate a free workshop\, to help equip services with tools and resources to support the renegotiation of funding agreements with contract managers. \nAs well as financial budgeting spreadsheets to assist with renegotiations\, other potential advocacy resources will be shared and discussed. It will also be an opportunity for services to share their strategies in working through the challenges\, and to contribute to our collective advocacy initiatives. \nUnder the Delivering Community Services in Partnership (DCSP) Policy\, all organisations have the right to renegotiate a contract\, especially contracts that have been extended multiple times without appropriate adjustments to cover the impact of increased costs of service delivery. \n24/7 homelessness services are especially encouraged to attend\,  as we have heard from many services how difficult it is to sustainably deliver these contracts that were originally signed in 2009.  \nDon’t miss the opportunity to help develop the tools and resources to ensure we can continue to provide the community with the best services and outcomes.

It is the Submission to the Western Australian State Government on the priorities for social expenditure in the following State Budget. It forms a significant part of our policy and advocacy work\, influencing funding decisions that impact community service organisations and the Western Australian community\, particularly those who are experiencing disadvantage and vulnerability. It reflects the culmination of sector wide conversations on key issues that are important to achieving our vision of an inclusive\, just and equitable society.

This August we are partnering to provide a two hour finance essentials workshop that will support Board members\, CEO’s and Managers of non-profit organisations to develop their financial knowledge and budget development skills. This introductory workshop will show that it’s not as difficult to read and understand the figures presented in financial reports as you may think. It will equip your leaders with the knowledge they require to make better-informed decisions around the finances and start the new financial year with greater confidence.
