DESCRIPTION:The Western Australian Council of Social Service is pleased to welcome you to the launch of the 2026-2027 State Budget Submission. \nEach year\, we provide the State Government with a State Budget Submission which reflects the sector’s priorities for expenditure in the following State Budget. The Submission is a culmination of sector-wide consultation and conversations\, forming a significant part of our policy and advocacy work\, and influencing funding decisions for community service organisations across Western Australia. \nJoin us for the launch of the State Budget Submission. \nRegistrations – 12:30pm \nCommences – 1:00pm \nConcludes – 2:00pm \nFollowing the State Budget Submission launch\, members are invited to stay for the 2025 Annual General Meeting. \n  \nThe AGM is a great opportunity for members to engage with and be involved in the election of Board Members\, be involved in welcoming the newly appointed Board Members\, and to reflect our significant work within the community services sector for that year. \nAnnual General Meeting \nRegistrations – 2:00 pm \nCommences – 2:30 pm \nConcludes – 4:00 pm \n  \nIf you plan on attending both the State Budget Submission launch and the Annual General Meeting\, please ensure you register for both events.  \nAny questions can be directed to info@wacoss.org.au \nPlease note the change of venue this year to the Telethon Speech & Hearing\, 36 Dodd Street\, Wembley WA 6014. DESCRIPTION:Our annual Emerging Issues Forum offers a valuable opportunity to explore current and significant trends that will affect the sector. It serves as a space for reflection on the changing landscape and supports forward-thinking planning. \nJoin us as we examine the emerging challenges and developments\, focusing on the following key areas: \nHarmful Sexualised Behaviours \nSpeaker: Michael Salter – Director\, Childlight East Asia & Pacific Hub\, UNSW \nSchools and frontline services are reporting a concerning increase in harmful sexual behaviours among young people and rising rates of peer-on-peer abuse – linked to access to harmful content online. Michael Salter has been working on these issues for many years with his recent work identifying that 1 in 10 Australian men admit offending against children\, and 1 in 6 admit having sexual thoughts about children and would offend if they knew they wouldn’t get caught. What more can the sector be doing to address this growing challenge? \n  \nSpeaker: Nicole Lambert – CEO\, Allambee Counselling \nAllambee Counselling in Mandurah are one of two frontline WA services currently developing and delivering specialised counselling services and support to young people experiencing the impacts of harmful sexual behaviours as part of a service pilot funded by the Department of Communities and evaluated by the Australian Centre for Child Protection. The program seeks to develop evidence-based therapeutic responses to children and young people displaying HSB\, and to implement and extend the WA Framework for Understanding and Guiding Responses to Harmful Sexual Behaviours. \nMarket Failures \nSpeaker: Professor David Gilchrist – Director\, UWA Centre for Public Value \nDavid is well-known to community services in WA for his work on the sustainability of community services and his insights into the sector landscape. In this session he reflects on the issues arising due to the competitive tendering strategies taken by Federal and State governments and the ‘marketisation’ of services in aged care\, childcare and the NDIS. What is the best way to ensure public services are efficient and effective in delivering quality outcomes and value for money? Is competition the best driver – or should we be focusing instead on collaborative commissioning strategies to develop more effective place-based systems? What does a better future look like for our community … and the services that support them? \nProductivity with Purpose \nSpeaker: Toby Phillips\, Economic Director\, Centre for Policy Development \nProductivity with Purpose is a report from the Centre for Policy Development that lays out practical reforms for tying productivity to outcomes that Australians value: time with our families and friends\, better health\, stronger connections with our communities\, and more leisure time. \nLike many measures of economic growth\, productivity is often treated as a means to improve living standards. But unless we deliberately make that the goal\, those benefits don’t automatically follow. \nIf we do not connect productivity to purpose\, we risk pursuing productivity in a way that worsens the overlapping crises we face as a society: climate breakdown\, inequality and housing shortages. She is an interdisciplinary researcher with a background in wellbeing frameworks and measurement\, child wellbeing\, public policy\, and community engagement. She is currently a consultant policy advisor to the Wellbeing Government team at the Centre for Policy Development\, a Research Fellow at the University of Tasmania\, and President of the Bega Valley Data Collective. \n  \nGail Clark \nState Coordinator Australian Early Development Census (AEDC) \nGail Clark is the State Coordinator for the Australian Early Development Census (AEDC)\, a national initiative that provides a comprehensive snapshot of early childhood development across Australia. In this role\, she leads the strategic delivery of the AEDC in Western Australia\, working in partnership with national and state representatives and engaging a broad range of stakeholders—including government\, education\, community\, and research sectors. Her work promotes the meaningful use of AEDC data to inform policy and practice\, and to guide initiatives that support children’s developmental outcomes. She acknowledges and values the collective contributions of all those who have played a role in the ongoing success of the AEDC in WA. \n  \nRebecca Hershman \nFamily and Community Engagement Partner\, Goodstart Early Learning \nRebecca Hershman brings over 20 years of experience working with children and families across diverse settings\, from remote communities and justice facilities to early education centres and schools. Her work spans early childhood education and parenting support\, grounded in evidence-based research and practice. Rebecca is deeply committed to the transformative power of early education and its ability to positively shape the trajectory of children’s lives. \n  \nGemma Upson \nGeneral Manager of Inklings\, The Kids Research Institute Australia \nGemma Upson is the General Manager of Inklings at The Kids Research Institute Australia. With over 20 years of experience across health and human services—including early childhood intervention\, disability\, autism\, hearing\, and cochlear implants—Gemma brings deep expertise and a heartfelt commitment to improving lives. Her passion for research-driven innovation and translating evidence into practice led to the creation of CliniKids\, the first integrated clinical service-research team at The Kids\, supporting children with autism and developmental delay. \nOutside of work\, Gemma finds joy in spending time with her family and exploring the outdoors—experiences that keep her grounded and fuel her drive to make a positive impact in the community. \n  \nMelissa Boekhoorn \nExecutive General Manager\, Ability WA \nMelissa is an experienced leader across health and disability sectors\, with a clinical background in Speech Pathology.  She has a passion for quality Early Childhood Intervention and the provision of complex supports across the lifespan.  Melissa creates positive team culture with an enthusiastic\, strengths-based approach.  This approach promotes multidisciplinary team engagement\, driving service excellence and better outcomes for people with disabilities. \n  \nDr Sarah Priest \nResearch and Advocacy Lead\, Parkerville \nDr Sarah Priest is the Research and Advocacy Lead at Parkerville Children and Youth Care. Sarah brings over a decade of experience working across Australia\, the UK\, and Europe in social policy research and evaluation\, policy development\, and cross-sector collaboration\, with a focus on child wellbeing\, all forms of violence and exploitation against children and women\, and systems reform. \n  \nMarketa Reeves \nProgram Manager\, Australian Child and Youth Wellbeing Atlas \nMarketa Reeves grew up and completed her schooling in Germany. She completed a Masters degree at the University of Mannheim in 2003 following a one-year scholarship at the Australian Catholic University in Sydney. Before joining UWA in 2022 as a project manager\, Marketa spent 15 years in the WA government sector in various policy and research roles with a strong focus on child and youth wellbeing. \n  \nPrue Ward \nManager\, Service Development Unit\, Parenting Connection WA  \nPrue Ward has been supporting parents and carers through education and community-based services since 2000\, working across both metropolitan Perth and the Upper Great Southern region. Her career spans government and not-for-profit sectors\, where she has consistently championed the wellbeing of families and young children. \nPrue has held key roles including Home Visitor for vulnerable new parents\, Senior Practice Development Officer for the Best Beginnings program\, and since 2017\, as the Manager of the Service Development Unit at Parenting Connection WA. Her work is grounded in strong clinical and community foundations\, with qualifications in Psychology\, Counselling\, and Infant Mental Health. \nIn addition to her professional roles\, Prue has volunteered as a Breastfeeding Counsellor for over 30 years\, reflecting her deep commitment to nurturing parent-child relationships. She believes that all parents and carers strive to be the best they can be\, and that they thrive when supported by collaborative\, community-informed services. \n  \nDave Palmer\nWA Child Abuse Squad\, Western Australian Police \nWith 29 years of dedicated service to the Western Australia Police Force\, Detective Acting Superintendent David Palmer currently leads the Sex Crime Division. He brings a wealth of frontline and investigative experience to his role\, driving innovation in the response to victim-based crimes. \nDavid is committed to strengthening both local and international partnerships to equip his team with the tools\, training\, and support necessary to investigate sexual offences and protect vulnerable members of the community. \n  \nKate Pitt \nGeneral Manager Therapeutic Services\, Parkerville \nKate Pitt joined Parkerville in 2025 as the General Manager Therapeutic Services. In this role\, Kate leads our Multi-agency Investigative Support Team (MIST)\, a collaborative partnership with WA Police that provides critical support to children and their families who have experienced sexual abuse. These essential services are located in Armadale\, Midland\, and Rockingham. Additionally\, Kate oversees the Child Sexual Abuse Therapy Service (CSATS) in the Wheatbelt and the Parent and Children Therapeutic Services (PACTS) in Mirrabooka\, which offer individual counseling to children\, young people\, and adults affected by child sexual abuse. All services are delivered by highly skilled allied health professionals with extensive experience in working with individuals impacted by abuse and trauma. \nWith over 20 years of experience in community services for children\, young people\, and families\, Kate has worked across both for-purpose and government sectors. She holds tertiary qualifications in Social Science\, Family and Couples Counselling\, and Business Administration (specialising in Social Impact). Kate is deeply committed to improving systems that impact children and families and is dedicated to making a positive difference in their lives. \n  \nLarissa Muir \nCEO\, 12 Buckets \nLarissa is the CEO of 12 Buckets\, where they believe strong communities are built when young people are seen\, heard and supported to unearth their spark. As a late-diagnosed autistic leader and parent to 3 neurodivergent children\, she brings her lived experience to breaking cycles of disadvantage through innovative mentoring programs across Perth’s educationally disadvantaged communities. \n  \nJacqueline McGowan Jones \nCommissioner for Children and Young People \nJacqueline McGowan-Jones is an Arrernte-Warumungu woman with an extensive background in education\, child protection\, Indigenous affairs\, and suicide postvention. Her experience includes senior executive roles across state and federal governments\, and the non-government sector. \nAs Commissioner\, Jacqueline has a statutory responsibility to monitor\, protect and advocate for the rights and wellbeing of all Western Australian children and young people. She firmly believes that all young people have a right to be heard\, and actively works to foster a heightened level of understanding and engagement in matters that affect our children and young people. \n  \nMegan Enders \nExecutive Convener\, WA Children’s Funders Alliance \nMegan Enders is Executive Convenor of the WA Children’s Funders Alliance\, which is a collective of 8 funders that support children and families in WA\, amongst other areas.   She is also a voluntary co-Chair of the Education Funders’ Network\, a chapter group of Philanthropy Australia\, as well as running her own advisory practice to support more impactful giving by funders. \nHer interest in this work comes from working with for-purpose organisations in community services and aged care as well as with education philanthropy Fogarty Foundation\, where she held several roles.  She has also led teams in the ‘for profit’ sector and worked as a management consultant.  Megan started her career as an advisor in the Prime Minister’s Department and then worked for a Federal Minister. \n  \nAndrew Rayner \nExecutive Director\, Early Childhood\, Office of Early Childhood at the Department of the Premier and Cabinet \nAndrew is a public policy professional with deep experience in leading system thinking and delivering system change. Andrew’s recent roles have included Strategic Adviser\, Early Childhood in the Department of the Premier and Cabinet WA\, and Chief Policy Officer at the Department of Education WA. Prior to 2020\, Andrew led major system changes through the Tasmanian Department of the Premier and Cabinet including the State’s transition to full scheme NDIS\, working with the ECEC sector to introduce the Working Together early education initiative and laying the groundwork for transitioning the Tasmanian Department of Education to the Department for Education\, Children and Young People.

DESCRIPTION:The 2025 WACOSS Conference is a cornerstone event and comes as a timely reflection of the ongoing evolution of the community services sector in Western Australia.\nIn the midst of a dual cost-of-living and housing crisis\, our services are in demand more than ever. While we have lived through challenging times\, we are now addressing critical aspects of the sector’s future and are looking at ways to advance excellence and better support the community. \nAt the forefront of these discussions\, is the central theme to our Conference\, Innovating Together\, Leaving No One Behind. A timely reflection of the ongoing evolution of our sector. \nWe are seeing emerging technologies that have transformative potential\, with their advantages and their implications\, there are opportunities to harness emergent technologies to address systemic inequalities and capitalise on their benefits\, for enhanced service delivery and operational efficiency. When we explore what these technologies look like\, we can identify the opportunities and the challenges\, and how they can be effectively integrated to better improve the lives of everyone. \nService design and delivery centres the exploration of new frontiers in how services are being conceived\, funded\, and delivered. Innovative practices can lead to significant impact and lead to greater inclusion\, but the key is to seek innovative approaches\, and practical examples of innovation. \nWellbeing measurement is a much broader way of capturing societal impact\, that can help us shape effective policy and governance. Measuring what matters helps guide more informed policy and investment decisions\, so that services are delivering programs with funding that is directed towards the outcomes that truly impact the wellbeing for everyone. \nServices need to innovate\, but not for just for innovation’s sake. It is central to the sustainability\, efficiency and the intrinsic wellbeing of the people the community services sector support every single day. \nNow is the time for innovation. Now is the time to leave no one behind. \nThe event will take place over three days. \nMonday 12 May will mark the first day of the Conference\, a half-day event we are currently working on in partnership with the Council of Aboriginal Services Western Australia\, the recently formed Aboriginal and Torres Strait Islander community-controlled peak body. \nIn the evening of Monday 12 May\, we will party into the night\, celebrating the sector at the Community Services Excellence Awards. \nDays two and three\, Tuesday and Wednesday\, will feature keynote speakers\, workshops\, presentations and panel speakers\, and we are locking in some incredibly talented local and international speakers. \n  \nNominations for the Community Services Excellence Awards are now open\, and you can nominate someone for their outstanding contribution to the sector and communities.
